I had a call from 865-317-9984. I messaged them and told them to them whoever you are to quit calling.  They sent a message saying to contact them by calling 844-505-3328.  They call my phone starting early in the morning.  I answer they hang up.  They call several times a day.  If this is about hospital bill, I don't owe any.  I wish this would stop

What is the F.T.C? Can you file the complaint online?

The post you are replying to was back in 2015, do don't wait up for an answer.  This number is associated with a phony debt scam, but I am thinking you need to know more about the caller before you file a complaint with the Federal Trade Commission.  Maybe you just should ignore the calls and block the number?

} The fact that a computer is calling you and it has to switch over to an available operator tells you it is not legitimate.
You almost blame the tool instead of its wielder. Predictive dialers are heavily used, and abused, and frequently it's a fraudulent business creating the abuse. Debt collectors, sales callers, and commercial fundraisers are the worst offenders. But again the problem is not the dialer but what the caller does with it.

The pertinent laws hold the same posture. They control for conduct only: excess call abandonment, taking more than two seconds light up a live agent, lies and misdirection from the phone jockey, overboard threats, vulgar behavior, failure to release the line after disconnection, and so on.

} certified letter - return receipt requested and telling them to stop calling me.  Doesn't stop them from filing a lawsuit if I owe them money - but at least I won't get calls (not sure that is better)

No, the "shut up" letter can't stop a creditor lawsuit. Neither can the validation request or dispute notice. Such is not their purpose. They can imply that you won't be a pushover, might even change the collector's plans to something less destructive. The other thing those letters cannot do is cease the calls. Yes, you can invoke your right to a more quiet phone. The agency can decide to ignore your rights and keep the nag calls spewing apace. I've found this arrogance to be quite rewarding when it's time for the offender to cut my settlement check. (Nor do I give a pass for trying to trap me with local area code calls.)

The skinny here is that you might not get what you demand, even when you've a solid expectation of compliance. This is a game of strategy, not cause and effect. Maybe you welched on a contract or maybe it's a dumb mistake, but the collection agency is expected to obey the law either way. Their fumbles are your leverage, capisce?

Received duplicate letters – except for the name. I found out that 844-624-5583 apparently is CALL CENTER ONLY for “Retrieval-Masters Creditors Bureau Inc” AND RMCB’s subsidiary “American Medical Collection Agency” --- and goes to an outsourced, Inida-based call center. 844-505-3328 then given to me for calling to Retrieval-Masters. That is where I was told that the information on file for ALL persons in their system with our information was for CLOSED CASES!!! – They were simply sending out letters as required to ALL people listed in their system, due to the data breach that had recently occurred. And from other information found on the Internet, RMCB/AMCA handle a VERY large number of billing accounts world-wide. So ---- if you have been anywhere near a hospital, doctor, or lab in the past few years ------ you are probably in their computer systems ---- and may now also be on the Dark Web!!
