They work with their staffing vendors (like Artech) to get contract workers.The run-of-the-mill positions are filled just by qualifying a candidate based on the experience and the hourly pay rate he/she is coming for.The HR department of these corporations reject resumes that quote higher pay rate.Instead they prefer candidates who are coming for lesser pay rate - Budget cut for recession struck market (?).If a candidate gets rejected by these corporations then the staffing companies like Artech who submitted these resumes approach these candidates again and explain that his/her resume is rejected for high pay rate.
BTW, Big corporations decide the market rate by checking the average pay rate mentioned on the resumes they received for a particular position.There are Vendor Management Systems (Software Application) to track all these.
Now ,it's possible that Artech/similar staffing companies can present a candidates resume for $20/hr initially and later they approach the candidates and tell that they can offer only $15-16/hr because the client is not ready to consider their candidature for $20/hr.
BTW, Wondering why these corporations come up with $15-16 for a position that other industry standard companies pay $20 ?
Huh, it's because many candidates who applied for that particular position quoted low pay rates which averages to $15-16/hr (Might be because they were out of job for a long time and wants to get that position desperately somehow) .I am in a weird position, I can't blame anyone .This will get stopped only if corporations set an industry standard hourly rate range or candidates quote an industry standard hourly rate range .

Saggie .(Using petname 'coz, I do not want my employer to kick me out for disclosing this information) - ZewsArtech is the worse company I ever worked for ....their very sneaky and underhanded .....they low balled the hell outta me for a job they sent me in a email that was 10 an hr ....and they tried to lie and say it was the wrong rate ....so another compnay called 154 min later with the same job at the first Artech gave me plus 2 dollars ...so I told Artech and they called me 7 times ...(house phone and cell)...trying to make me go with them.....YEA RIGHT...and when I did work with them I only heard from them when they wanted to take something from me ....especially that 15% pay cutt.....

The opening they contacted me about is legit (it is on the company website also) and they have arranged an interview with the company. They have also provided a written contract that states the pay rate. BUT, they also want me to sign a committment to accepting the position if it is offered, which is ridiculous! They clearly are accustomed to working with desperate people and have no compunctions about pushing the envelope in any way they can. The hourly rate is 1/2 of what a direct contractor would charge for this position, but I need the work and may end up with them after all. From what I've seen, they're not doing anything illegal, but one has to protect oneself at all times, e.g. don't provide ssn until an offer is on the table, don't sign anything you're not comfortable with, etc. I've worked with other contract agencies in the past and they have always been careful to adhere to reasonable business practices. It looks like this is not true of Artech. I'll write again as I learn more.

A lady (couldn't understand her name, Indian accent) left me a voicemail about a job "they wanted to offer me".....again she said she was calling from Artech in Branchburg, NJ. I have gotten a few of these calls in the past but never responded to them. I have a job, and don't know why they continually call. I wouldn't work for any company where I couldn't understand their dialect. I agree with the person above that thinks they are probably calling from a call center in India. Amazing how these "companies" think we are all a bunch of morons that will fall for any offer regardless of its suspicious nature. I wouldn't advise anyone to respond to these phone calls.

I believe this call came from Artech Infosystems. They are an Indian recruitment agency. I receive their calls about technical writing jobs in California. Why I, as a U.S. citizen, would have to obtain employment through an Indian recruiting agency I do not care to understand. What I do is try to figure out the name of the California company using their services and then do everything in my power to help make sure said company goes out of business. - unixgeekArtech is a real company, one of two that IBM uses for contractors (CDI is the other). They frequently lose invoices, claim they were never sent, etc - anything to justify either screwing up payment processing or deliberately trying to delay payment. They often refuse to return calls, email, etc. when a problem is reported. If the situation in the IT sector was any better, I would never, ever suggest using them. As it is, if you want to do contract work for IBM, it's them or CDI. FML.

The security and background checks might be a bit steep because so many lie about their credentials on their resumes. So far, I have had no problems.

fg - VWFringeArtech submitted me for SharePoint Administrator $35/hour. I didn't hear back for a month. They had another position, and needed to submit me for $35/hour again. The urgency of the call made me suspicious, and I wondered if I was just being used to fill a space somehow. I've asked them not to call me anymore, and have unsubscribed from the emails I was receiving.

I have looked at the link you provided but I cannot connect it to
any other existing AT&T website. I’ve found several forums that are
divided on whether or not that site is a scam or legit. While I would
love to believe that your offer is legit, it is just too good to be
true and the risk imposed by offering a stranger my SSN is too great.
I have a family that depends on me to make sound judgment and a
government position that requires me to protect my identity. The only
way I will release my SSN is if I have a face to face interview with
AT&T at the site the position is located. If you can arrange that with
your contact at AT&T then I assure you I am worth the extra
consideration. Any company as large as AT&T should appreciate such
security precautions.
