I work at Ipsos Mori, the research company behind this number.

The reason people will have been phoned several times a day is simply because our system assumes that "no answer" equals "no one in", so it tries again later.
Admittedly this isn't a perfect solution, as people will sometimes choose not to answer.  We really don't want to pester people though, so if you were to pick up and tell us you're not interested in taking part, then that would be recorded in the system and we wouldn't phone again.

A common misconception is that TPS should prevent calls like these, but as others have mentioned, the TPS service is for screening unsolicited sales and marketing calls, and doesn't actually cover research and surveys.
    http://www.tpsonline.org.uk/tps/

Some have voiced concerns that our calls must be illegal if there is money involved.  There is indeed money involved, but it has nothing to do with the members of the public we speak to.  Our research is paid for by the organisations and businesses who are interested in the survey results.  So when we say "We're calling on behalf of the NHS," the NHS will have paid our company to carry out the survey for them.

Hope that clears a few things up.

I have just been called by this number. I did not answer the phone never do I always let it finish and do a 1471 and also check for a message if it is someone I know I ring them back.
I get pestered by so many "unwanted" calls even having signed up to TPS I just don't answer my phone it's easy.

The caller company is Ipsos MORI, who also use the number 02088618682, from which I received calls. MORI is a legitimate and reputable market research company -- which does not alter the fact that calls from them are an irritation, however. And it is unfortunately true that while the Telephone Preference Service and the Privacy & Electronic Communications Regulations apply to unsolicited sales & marketing calls, they do NOT apply to legitimate market research. That's a weakness of the regulations, in my view, but MORI isn't doing anything illegal. To get them to stop bothering you, read this page on their web site: http://www.ipsos-mori.com/have-we-contacted-you-by-telephone.ashx

(I found this page by doing a search on their site -- it's a pity they don't see fit to make it more prominent. It doesn't appear in the navigation menus, the 'contact' page, or even the sitemap!)

Received a call from 0131 301 2940 about 5 minutes ago. A woman, sounded Indian or similar.
Told me it was an NHS survey about my local health service. From this thread it's now obvious this was some sort of ruse to obtain information from me and the NHS bit is a misleading lie! It looks like they are now using other methods to con people out of information?
I wasn't in the mood to "play", I usually string these people along a bit, so just told her I wasn't interested.

    Peter again
To follow on from my previous post.
To the MORI reps who have replied - why don't these callers initially identify themselves and the fact they are calling from MORI?
The only thing said to me was it is a NHS survey and nothing else. This activates the defence mechanism straight away.
And why the heck should I have to contact anyone to stop these unsolicited calls, I didn't ask for my Sunday to be disturbed or for my 'phone number to be sold to all and sundry!

After about a thousand missed calls they got through to ask me about leisure and recreation activities.  Sorry, but my leisure and recreation activities do not include answering questions from Ipsos Mori.  Goodbye.

I registered on their website several days ago but still saw calls from them.  I picked up when they rang today and expressed my annoyance at being called when I had followed their procedures.  The caller seemed not to know about the website, said they just used random dialling.  I complained that their system wasn't working and that they were harrassing me.  She said I had to speak to their supervisor - seems I have to fulfil some legal requirement in order not to be called.  I repeated that they were harrassing me and that they should act on my request to stop calling.  If they try again, I'm reporting them to Ofcom.

Phone rang at 8am Sunday Morning!!! We did not pick it up but it did wake up the whole family! It is very annoying because you start thinking of your old parents or other relatives who might have an emergency or someone wants to tell that someone close to your heart has died?!!! That seems to be the only sort of "news" you would expect from a call on Sunday Morning!!!
