It is not the Pensions Regulator that should be complained to if you feel you do not have  fit and proper administrators. If you have evidence that a scheme administrator does not meet the criteria, HMRC should be contacted. Losing the Westminster pension might fail the test.

Who paid Orolfo to be director? Can you find out? If she was not paid by Imperial,  who paid her to be director of a trust company responsible for millionsof ppounds of other people's money?   Why was a total stranger living in the Middle East appointed anyway?

Orolfo's employer was Europe Emirates and they provide company services such as company formation and nominee director services:

    http://www.uae-eu.com/europe-emirates/dubai-business-advice

Presumably none of the people behind Capita Oak - Ward, Fowler, Perkins, Salih, Payne, Hadley, Duffel etc. wanted their names down as director because they didn't want to take responsibility for the mess they had created and realised that eventually the buck was going to stop with one of them.  Adrian Oton of Europe Emirates told me they charged 1,500 dollars a year for a nominee director, but that their bill never got paid.  Orolfo resigned from ITSL when she realised it was operating a scam - and also from Highgate and Thames which were also operating scams.  The people operating these scams know that what they are doing is wrong, that's why they try to hide their identities e.g. Transeuro has nominee directors in the West Indies and Thurlstone's directors appear unconnected to the real organisers.  Its all part of the fraud and deception to evade prosecution.

In other words, Payne appointed someone else to get the rap and did not even pay her.
This is a trust company looking after pensions?????

Payne didn't appoint her.  Hadley did.  As soon as Payne realised there was no director he re-appointed himself (actually on the same day as I did) and told Fowler he was most reluctant to be a director and would only be so temporarily until another "candidate" could be found as his involvement with ITSL was damaging his wife's business.  Payne resigned as soon as Chant agreed to be appointed.  Chant is either doing this out of the goodness of his heart or because he is being paid well by Fowler and Perkins - presumably out of the 70k left of the members' funds.  However, apart from his signature on the "accounts" issued by Downs, he has not responded to a single communication from any of the members (to my knowledge) and has ignored the Ombudsman's determination.

I have missed something in the long thread. Can someone explain exactly what the role of this Hadley is or was? It seems he came up with this ludicrous plan, if he is not the owner of ITSL who allowed him to decide who will be director? What has Fowler go to do with decisions about the running of ITSL? In fact, for the love of God, could someone explain who is actually running this basketcase of a firm?
Also, is there any member on here that thinks an independant accountant should not be appointed? (Angie, please don't answer that, it is aimed at others)

At this stage I cannot give you any in depth information concerning James Hadley but hopefully further information will be published soon . With regards to imperial ,miss brooks self appointed herself as a director by post in October  but I can assure you it was not October 1st  the document was registered at companies house about two weeks after that and she was straight away removed. With regard to the accounts they have been prepared on the basis of monies received from members and the monies deducted for admin and transfer fees with the balance being paid to Metis law . I can assure you I asked last October for Metis law to let me have completion statements of all transactions with store first but to date nothing has been received, why they should have given them to miss brooks ,I really do not know but I can assure you we are still trying to get this info and then following receipt of the valuations then individual members accounts can be prepared. Miss brooks is continually misleading members ,firstly by stating that 1.2 million has gone missing ,I can assure you it has not. Secondly she is now bringing the Westminster scheme into discussion that has no connection with imperial  but if there is something wrong with Westminster  and high gate let her put it right after all she is a self appointed director of both those companies. Last week I offered to speak to members by phone and that offer is still open .finally I can assure you that my firm is totally independent and prior to 1st October 2014 I had never heard of capita oak or imperial although some people have stated that there must be a connection because my building in bromley is called imperial house , this was built and named in1981.

I know it is confusing - and obviously deliberately so.  From the evidence I have, it is clear the "show" was being run by Perkins and Fowler, with Ward and Salih doing the transfers from 31 Memorial Road (at 250 a pop).  Hadley's role was "distribution" (i.e. signing up members, which he may have done with Chapman Clarke).  Sarah Duffel, Karl Dunlop and Christopher Payne were all part of it at various times.  All the 5% fees were paid into Payne's company TKE Admin and from there distributed between Perkins, Fowler, Ward and the "introducers".  Perkins was doing some of the admin but apparently made quite a mess of it to the disgust of Hadley who complained that Perkins had had "all that money!".  It would appear Fowler organised the Thurlstone loans, and Metis Law confirmed they were originally instructed by Karl Dunlop.

The following email from Perkins to Fowler explains and confirms quite a lot about who did what:

On 30 Sep 2013, at 14:44, William Perkins <billperkins62@gmail.com> wrote:

    Hello Alan,
I have just received this from Chris Payne to my astonishment he has taken it upon himself to pay a £10,000 compensation payment for banking issues?  He has sent me a copy for record keeping but as you and I am aware the running of this account has nothing at all to do with us and suggest he make any such compensation claims to the director of the company which James Hadley has put in place. If not go back to Karl Dunlop the last known director and the person in charge of all dealings with money and investment of Imperial Trustee Services.

As far as compensation surely this should sit with Barclays the people who caused the problem and not the members of the pension scheme !!!

    Regards Bill

Its just a thought, but dont storage pods attract rates on each one. Business rates same as car parking spaces at supermarkets and such like. If that being the case then a visit to the ratings officers website    V.O.A  will give you the rateable value based on what the pods are worth. This being the case it would give a rough idea of any market value.

Downs has had the Metis Law accounts for some time as I sent them to Paul T to give to Downs, but he has ignored them and refuses to communicate with me.  The figures are all there and verified by Metis Law and together with the bank reconciliation done by Downs should have provided a complete set of accounts (save for the missing valuations), but unless he collaborates and cooperates with me that can't be done.  Metis Law are obviously refusing to communicate with Downs for whatever reason.  I have shown Downs clear evidence of the missing 1.22 million which is evidenced by the accounts produced by Salih and sent to Perkins on 3.10.13 which I have analysed in some detail but Downs keeps ignoring it and repeating that I am wrong.  If Downs represents ITSL then Westminster is very much his concern because ITSL was the administrator and responsible for the missing millions.

    Very good point.  http://www.2010.voa.gov.uk/rli/en/basic/find
Problem is we need the postcode and billing ref.  Also, individual pods are within a building that houses multiple pods.  Also, Metis Law executed the purchases of different types/sizes of pods - some at 150k each and some at 75k each in batches and don't always seem to have made a note of how many pods they bought in each batch.  So it is going to be a nightmare to unscramble.

So what your saying is the victoms dont even know what the address is where there pods are! If thats the case, shouldn't pressure be put on to at least find out where they are ( or have you done that already and they wont tell you )  if there not telling you, how on earth can they loose a whole building or say they cant rember where they put it ? Or even loose a single pod. As I understand it they are with holding the rent payments to the victoms. So if there with holding payments just on what excatley are they with holding the payments on ? Or am I reading it wrong!

As far as I can see, the only people who can tell us the exact identification of which pods Metis Law purchased are Metis Law and Store First.  But neither of them are saying anything to anyone.  They are now in contentious communication with each other and both have "pulled up the drawbridge".  It is entirely possible that ITSL and Downs have those records (or at least they should have) but they are not saying anything either.  All trying to protect their own backs or the fraudsters' at the expense of the members.  It is disgraceful.

Once again this woman puts 2and 2 together and makes 5 . Metis law have the copy contracts on the pods . I can assure I have been requesting since last October but have not received anything .please remember that it was karl Dunlop who signed the contracts on behalf of imperial as the director and forwarded them on to Metis law not anyone here in bromley .

I know Metis law have the copy contracts on the pods.  They were paid 61,172.98 by ITSL to execute the contracts (out of the members' funds).  So, if ITSL was the trustee, why doesn't it have copies of the purchase contracts?  That is an obligation of a trustee of a pension scheme and by admitting they don't even have proof of the assets of the scheme you are admitting that the trustee is negligent.  Have you spoken to Metis Law?  They have no legal right to withhold copies of the contracts.  If they have failed to produce these since October they are negligent.  I know it was Karl Dunlop who instructed Metis Law in the first place, but why did he resign?  And why did Christopher Payne and Karen Burton resign?  There is also a statutory duty on any person involved with running pension schemes to report breaches of legislation to the Pensions Regulator (PA04) where there is a risk to members' benefits.  Have you or any of the directors or shadow directors done this?

I can confirm that the ML accounts (spreadsheets etc) were indeed sent by yourself and forwarded....though as my previous postings state (along with some questions relating which remain unanswered and simply seem to be being ignored) at no point last week were the bank statements sent...there are things that are starting to make sense...there are people in the background (solicitors and bodies) who are communicating both over the phone and meeting face to face to sort this out (where email trails  and documents will be passed over..I've seen a number of them "where's the 8% returns?"...)and I remain positive that this will result in the answers that everyone wants.
On the flip side, there are a number of things that still do not add up...they baffle me in fact...but they too will come out...

Everything that should be done has been done .the problem here miss brooks is that you think you everything about imperial whereas you only know part. The information that you do have has been obtained illegally so why don't you let us get on with it without you and the members will be kept informed. We have made great strides in the past few weeks but your continuous false statements are of no help. Why don't you concentrate on the two schemes where you have been a director for the past4 months, have you fulfilled your obligations there.

Apologies Paul, thought you have been copied in on a couple of emails with the bank statements attached.  Have just emailed you the current and reserve accounts' statements and you will see that nowhere does it say "Ltd".  But if that is because they are online statements perhaps that would explain it.  Would have been easier if Downs had simply provided copies of bank statements in the first place.  Why don't you email me a list of the things that don't add up and I will see if I can fill in the gaps.  Problem here is that I have got some of the puzzle pieces and you have got others, Downs others, if we put them all together that would make sense.

I cannot accept documents sent by third parties, what I need is a full breakdown of every penny that they paid out from the monies sent by imperial together with copies of the completion statements for the purchase of the pods then ican verify accordingly and prepare individual accounts ,once of course I have the valuations that I have been requesting since last November. My firm or the directors are not withholding any information but other parties are
