    This number calls me 5 or more times daily.  I finally got very angry and answered.  It was a recording that said, please hold for an important call.  Then a guy with a foreign accent, said, we would like to talk to you about an important business matter.  I asked him if someone had died because of the amount of times they keep calling and should I be concerned!  Then I heard a click.  They have already started calling again this morning.....  *%&$!  WHO is this and how do I get them to stop calling?? I guess I can keep asking what the emergency is?  ^__~

    IC System... I think they are someone contracted out as a collector from EBAY. I owe them like $25 and they call a good 4 to 5 times daily....

    This is IC Systems.  They will call you 4-5 times every weekday for several months.  They do this to annoy you.  If you get annoyed, they have succeeded.  They are debt collectors of the first rank.  The telephone answering device sold by http://truecall.co.uk/ is very effective in blocking IC Systems.  I got a prototype of their USA version.  The only other effective measure is to change your number and keep the new number close.  (But then they will start calling family, friends, and especially your work.)

    Called me at my work cell, then my work phone - both Law Enforcement.  I told them not to call work, gave them my home phone (VOIP) and hung up.  By the way, they have NOT called the home number at all - idiots!

    In the United States, it is ILLEGAL for them to call you work after you've advised them not too.  Might be time to get a lawyer.

    They call all darn day. I answered andthey hung up. They never leave a message. I dont owe anyone (I don't think) credit fraud is big. I am trying to se if someone used my I.D. butthey never say anything. The idiots they can call all day, I blocked their number.

    This is actually a form of harrassment if anyone is in law enforcement or have a lawyer if they refuse to talk or disconnect upon answering and keep calling back they can be sued. You can also file a complaint with EBAY them selves about their collection practices.

    Found this online - per Fair Debt, you can essentially keep them from calling at all:

    Writing a debt collection dispute letter is the first line of defense against a debt collector. Make them prove that the debt is legitimate before you do anything. Just because they have your name doesn’t mean the debt is legitimate. If you don’t remember it or you remember paying it off, a dispute letter can help you resolve it quickly.

    Once you know who is calling you and what they are likely to do, it’s time to push back with a properly worded dispute letter.

    Why? First, it’s fully within your rights to have the debt validated.

    Second, many collectors try to add on fees, inflate the amount owed through interest, or otherwise get a little extra for their trouble. For folks terrified of your credit score, immediately paying a collector can earn you a big fat “paid collection” on your credit reports, which will tank your credit score just like an “unpaid collection” will.

    If collectors can allege that you owe money, they should be able to prove it. Most people would laugh at the concept of paying a random stranger who asks for money, but somehow paying a random voice on the phone demanding money or letter makes sense. Instead of buying into such insanity, demand to see a bill or documentation of the debt.

    Under Federal law, a dispute and validation request requires the collector to cease calling and obtain and send validation from the original creditor to you the consumer. Ceasing collection efforts properly would require putting all efforts on hold: phone calls, letters, credit reporting, etc. This doesn’t always happen, and

    when the collector fails to do so, they owe you money for each violation.

    What does a debt validation letter need? No need to get fancy:

       * Name
       * Date
       * I dispute, please Validate
       * Do not sign the letter
       * Send it via certified mail

    Pretty simple, right? Some may wonder why you don’t sign the letter. Some debt collectors might be tempted to do some Xerox magic and transfer your signature onto some other documentation where it previously was not. Furthermore, the Fair Debt Collection Practices Act (FDCPA) doesn’t require a signature, so why bother?

    If you don’t want the collectors to call your place of employment add: “My employer does not permit calls at work or just tell them not to call you at work.”

    Alternatively, if you don’t want them to call your house or at all, just add that “all phone calls are inconvenient.” Why inconvenient? The FDCPA prohibits calls to places or times that the consumer deems inconvenient. Just state that calls to your cell phone or house or all calls are inconvenient, unless you like getting debt collection calls.

    I keep getting this call, but they always disconnect when they try to transfer me to someone to discuss "an important personal matter."  I believe it is eBay trying to collect the $1700 I owe in seller's fees.  I refuse to pay until PayPal releases the $15,000 they have decided to randomly hold for 6 months.  www.paypalsucks.com

    Yeah, they have been calling me too, but I don't get why anyone gets all pissy, I mean it's a phone call, don't answer it if you don't want to, change your number if you are gonna have a stroke.  
    Me, I just keep calling them, initially it's the same recording saying, "please hold we have an important call for you."
    Then when the operator answers, they say, "IC systems, how can I help you," I tell them, "Oh, I have a real important call, can you hold?"  Then I just put it on mute and LMAO!
