    When they ask if this is Mr. or Mrs. +++++++.  I tell them just a moment and put the phone down. I usually return to the phone whenever I think about it.  They are usually gone.  After a few times of this, they stop calling.  I use this with all bill collectors.  Works great.

    [***] [***] are calling me at least 5 times a day. i think its funny now. i talk to them in a HORRIBLE fake accent or in a sexy voice and ask them to hold, put it on mute and wait for time to hang up! i actually look forward to the calls now.  lol

    It is illegal for debt collectors to call after 8pm and before 8am. it is also illegal for them to call you at anytime on the weekends.
    Now as for you paying ebay, that will not make them stop because they are a collection agency and have added their fees to the bill in addition to the actual amount owed so they may not give up until you either get ebay to pull it off the collections list or pay them, (IC) the amount they charge for their services.
    There are sites on the internet that explains all the laws and rights of the debtor.
    Just put in your search engine debt collection laws and pick one of the many listed.
    You owed eBay such a small amount and it is ludicrous that eBay even messed with it.
    What I always wanted to know is why can't we turn a debt owed to us over to some collection agency like they do. Just list it as eBay owes me 9,000.00. They would then be getting the phone calls we are and who knows, Maybe eBay will pay it. For instance, I sold some items to an over seas buyer who then claimed he did not receive the item and filed with paypal for the refund which paypal always finds in the buyers favor no matter how much proof you have that you sent the item. They paid the buyers back out of their buyers protection plan and I now owe ebay and paypal over 4,000.00
    Needless to say I am cut off from selling until it is paid. I could go to court and sue them if I had a million dollars to pay off the judges like they do when they are sued.

    It is funny if it really worked but be advised that you are in danger of impersonating a police precint. Not sure about the law concerning that one.

    If they ( eBay/PayPal ) owe you money then why don't you turn them over to your own collection agency?? Has anyone ever tried to do that to a large corparation. You may just get some cash you never expected, But I am not sure what the outcome is if they don't pay the collections. you may have to pay the collections ther fee for the attempt to help you. Let us know, ANYONE if you have ever tried this so we know the ropes to climb and do it ourselves. P.S. What about bank ruptcy/ Will that wipe out your debt for ebay and paypal? Small amounts owed you wouldn't want to mess with it but i am on disability and owe them over 4 grand..

    These crap hole buyers KNOOWWWWWW that they can get away with this sort of crap. ebay and PayPal both tell you that they do not honor as is items and find in the buyers favor no matter what. The courts would find in your favor if you wanted to pursue it that way and spend 500 to get 50.00

    The word is out that ebay is trying to go completely whole sale with the large company's and is slowly weeding out all the small time sellers and doing these awful things to them to get them to drop out.
    It won't be long that none of us little sellers will be left on there so it won't matter anyway.

    Any of you still on ebay should go ahead and sign up on another site abd be ready while your name is still good. it won't be for long as ebay will find a way to ruin you and your credit rating if they can.

    $10,000.00 ??? Tell us more about your ebay adventure. I owe them 4,000.00 but I am on a payment plan to pay them back. I was broke and owed a lot of money to bills including ebay fees so I did an unethical thing in my selling. I copyed and pasted sevral expensive vintage radio tubes that would sell for about 800 a peice if you let an auction run it's coarse but I placed them as buy it nows with a full refund guarenteed money back if they were not fully satisfied at a 200 dollar reduction price for quick sale. I also listed them in a way that they had to pay for them via paypal before the listing would end. In two days time my paypal account was loaded with about 5000 bucks. It took several days to with draw it all and then after paying my bills I took the left overs of about 2 grand and headed for the local casino. My idea was to win the 5 grand back and repay my paypal account before anyone had time to file against me. Of course it did not work out that way. I paid the casinos light bill for the next couple of months and maybe someones yacht payment instead.
    I was wrong to do this as I have been with ebay for 6 years and held a 99.6% positive rating score so they completely trusted me and didn't catch on to the scam I pulled until it was done and over.
    As I answered all there emails and talked to live chat explaining that the entire set of tubes were stolen and I was totally responsible for the cost they still don't think I scammed them. how ever they are still calling me because two of the buyers filed with ebay and the rest filed with pypal. I can only afford to pay back one place at a time. I am working on paypal first. Considering ebay owns paypal they can just wit for there payment of a 1000 or so dollars. I owe for one tube to them plus past ebay fees.

    I told paypal if they would allow me to receive 20% of the money coming in from sales so I could pay for the shipping of said items sold then I could pay them off very quickly. But NOOOOOO, They don't want to do that. They will keep ever dime that comes into my account. Not very smart on their part is it.
    As it s I can't sell anything now and they are only getting 50.00 a month from my disability check./ Screw um. I do owe these monies but I may just tell them to either allow me the 20% for shipping or they get nothing. Buckwheat!!!

    i just got this call at 7am wtf is this? wtf r they thinking calling 7 am . i already paid ebay for what i O. but the rest was buyers that never paid me. they think i got paid for the item. i even told ebay to take the fees off bc i never got paid from buyers. F**K EBAY

    It is a collector for ebay or paypal I think- makes sense because I have a dispute w/ebay for several hundred dollars because I got conned by a buyer, and ebay actually facilitated the illegal transaction. Buyer claimed non-delivery and ebay found against me, the seller, and refunded him.  Problem is that the guy never paid me- that's why he never got his item.  I am suing the person who did it, but ebay actually made the transaction happen by paying him back w/o checking to see if he paid me, and they want me to pay them for it, so I get calls from 202-367-9287 several times a day, collections dept.  I answered it twice, but there is always dead air on the other end.  No one ever actually picks up or says anything- not even a recording.  I had to look it up and ask to see what it was.

    IC is a collections company.  Their largest client appears to be Ebay/Pay Pal.  They also collect for Banfield Pet Hospital, Verizon, and many others.

    This company is NOT an honest one.  They have call me 6 times a day to collect on a debt which does not exist.  Because they have not followed the law, I have filled a civil suit against them in Maricopa County, Arizona.  The suit was filed on December 7, 2010. (E-mail me if you want the specific case #)

    I strongly recommend that if you receive calls from this company that you send a certified letter to the above address demanding that they stop calling you.  Be sure to send it certified or delivery confirmation.  Carefully document each call they make after they have received your letter.  Each call in violation of the FDCPA carries a mandatory civil penalty of $1,000 PER CALL!  (As you can imagine at 6 calls per day this amount adds up quickly)

    Please educate yourself as to your rights… even if you do have a debt which is owed, this company is most likely violating your civil rights!!   There are several sources on-line to assist you.  One site I like is: www.creditinfocenter.com.  (I have no affiliation with this site.)  Just don’t pay anyone to provide you information… it is all available and free on-line.  A day or two of educating yourself is well worth the time spent.

    As I mentioned I now have a pending civil case against this company (This is not my first case of this type.)  I am interested in hearing from other people WHO ARE WILLING TO ALLOW THEIR INFORMATION TO BE USED IN THIS COURT CASE.  I am NOT an attorney and can not offer you legal advice.  But (if allowed) I would like to present evidence that it is common practice for this company to violate the FDCPA .  Specifically I am seeking other parties who can prove that their rights have been violated by this company.   If you reside in the Greater Phoenix Metro area of Arizona, and can prove that this company has violated any of your rights under the FDCPA, please let me know.

    i'm getting these calls - I currently have a dispute with PayPal, who owns Ebay, and so, despite the fact that IC Systems will not tell me the nature of the "personal business matter"  (rather, they put me on hold until I lost patience and hung up), I think this is PayPal.

    I got call this morning and I didn't hear the cell phone ring. I look this nimber after I wake up and look up the internet. I want to know who is this number and what do they want from us. My husband passed away in november 1, 2010 with a massive heart attack. And i'm trying not to let them scam me. We are all the people who have this call. JUST SCAM THEM BACK. if they trying to keep calling you.
