Is it not illegal for them to call on a Sunday?

no- legally debt collecters can call you from 8am to 9pm- 7 days a week.

yeah they called me for the first time tonight at 9:15 at night!!...i called back and it says "please call back on business hours after 7am" uhhhhh if youre calling me and i cant call back until business hours why the heck are you calling me when IT'S NOT BUSINESS HOURS!?!?!?! and i paid ebay the 28.55 i owed them 2 weeks ago!!!!!!!!!

I get a call from this number daily. Sometimes 6x a day, sometimes just once.  I finally just answered and the lady asked for me....I said she "I" was at work. She asked for the work number! When I told her I can't access the phone number while I am on the phone, she asked what time "she" would be home from work.  THey don't stop!

Yeah they started calling me I told them that the money has been placed on hold because paypal has been put on restriction for 9999 days and this will be resolved after the restriction was lifted. if I felt like it.
Heck ebay and paypal suspend and hold accounts with lots of money for no reason at all time to give it back!
They called me 9 times today.

Yea they are called IC Systems and they are from EBAY..They are annoying as hell..They call early in the morning, late at night, and everyday religiously. I already talked to them and told them that I can't pay at the moment, but whenever I can I will and they were so rude........I JUST CAN'T BELIEVE THEY KEEP CALLING they are worst that when you owe a credit card!!!

I never had an ebay account and they call me 24/7. Lovely huh?

This is absolutely ridiculous. There were several comments above that were talking about how ebay and paypal screw everyone over by totally controlling SOMEONE ELSE'S MONEY! How are they able to do that?! They have kept several thousands of dollars from my money since I was a gold level powerseller... I quit paying them, and told them if I owed anything to take it out of what paypal decided to keep from me, and then send me the difference!! I am currently working on a suit involving ebay because they claimed the monies they had kept out were for CHINESE TAX?!?!?!?!? What in the world would I be paying chinese taxes for when I am in the USA?! They totally realized the mistake, and said they would forward me the difference, especially since I was 'discussing the lawyer' action with them, but they never sent me a dime...
I think it is time for a class action suit against them. They have absolutely NO competition, not at all. Not even Amazon. There is such a large gap between eBay and Amazon, and the others, that NO ONE is their competition. That is good for them, but also bad because that just means there are that many more people out there being completely screwed by both eBay and Paypal (which are still both owned by ebay)....

It would knock their OVERPRICED YARD SALE website back down to where it needs to be, and hopefully humble them a bit so they will realize they cannot steal from people. (not to mention all the money they have screwed USPS out of ...)

Several calls from this number - saying 'hold for important call'.  I simply hang up.

IC Systems....bill collector for Paypal & Ebay.
Paypal tried to suck $250 out of my credit card because they chose to refund the money to one of my buyers 2 1/2 months after he bought it. He spent those 2 1/2 months trying to resell it on ebay at a profit. Paypal wasn't interested in the details so I closed the card and let Paypal stiff themselves rather than let them stiff me. Now their bill collector calls several times daily. Push answer quickly..... followed by hang up. They get to pay for a long distance call to nowhere.

Got several calls from this number the last couple of days. After searching Google I found out it was a Collection Agency for Ebay. So I decided to answer the call and spoke with a guy who told me they were calling to collect a debt for Ebay. He asked how I wanted to pay and I informed him that I had already made Payment Arrangements with Ebay the previous month and that I was current on those payments. He said I was the 2nd person to tell him that today. He then transferred me to Sarah who went through it all again. But she said that the person at Ebay I made arrangements with was not authorized to do so and that Ebays front office turned this over to IC Systems. Sarah then started to get even more rude and said that if I didn't set up payments with IC then they would report this to Ebay and that they would take further actions. Told her that before I gave her my info I needed to speak with Ebay to make sure that IC Systems was for real. She asked why. I said to make sure their company was legit. She then had the NERVE to start laughing, and said I can assure you we are real and that she could verify this by looking up ANYTHING on my Ebay account. I said I will call back after I reach Ebay. she then says I will give you 1 Hour only to call back. So if you get a call from this number make sure you dont talk to SARAH. She is very rude and unprofessional. Also, BEWARE - Ebay gives IC Solutions access to your Entire Account Information. Isn't this Illegal?

I looked it up it is a DC area code! I believe it is a collection agent. I read that a guy owed Ebay money and he thought it was a collector for that, I also owe Ebay's counterpart paypal money, so that points me to think that as well. So it is probably a collector, or a major government conspiracy, but really they all are a conspiracy. Look out and don't answer.

So far many, many thousands have been filed and sooner or later they will be forced to deal with this.
