I went into my messages and checked times that it says I’ve texted this number and there not on person or number in my text that’s got the same time stamp. This is crazy and it’s really starting to scare me. I’ve been have all kinds of issues with my phone and my carrier . How do I find out who or what this is going on.

If you google "texts from 999-999-9999" you will see quite a few people have the same question about this number showing on bills, and quite a few possible answers. The correct answer may depend on your carrier.
Nothing to be afraid of, just some sort of technology BS. - lou2025 & this number is still used in scams. This is supposed to be from Koodo & a number of others in 2022 had received calls saying collect your e-transfer.
