    Got nowhere after calling o2 who's lines are in meltdown because of this.
    They say to complain to phonepayplus.org.uk  or call them on 0800 500 212
    Just think, if this was sent to 10 million people???? Bloody good earner for a scam......

    Today I received a text message on my mobile it states:-

    'Due to technical problems your purchase of *09/2009* has not been charged. You are now being billed 4GBP. Apologies for the delay. Help? 02032863990. This was sent by 60440
    A company called Nextcard Ltd; This did not ring any bells, so I googled nextcard Ltd, and opened an item named   02032863990 -who calls me?  this explained the scam. I had tried to call the 02 number but could not get through. At the second attempt I was through to an automated voice, I pulled the plug.

    I called my mobile supplier Virgin, and checked my balance, and also asked for details of my last call, it said a charge of £4 had been made by text to 700520075.
    I then eventually spoke to a person about this. The outcome was that there is nothing Virgin could do about a refund, but that they would put a type of block on my mobile so that a text could not be made to that number, and that they would also inform their security dept;
    How did they get my mobile number? This is only given to family and friends. I am not sure if I contacted any company on my mobile where the number could have been lifted so beware.
    If you receive a text from 60440 delete it. Don't open it, otherwise you will loose £4 as it seems that as soon as you open it the text is activated.
    This is theft, £4 is not much in a single transaction, but 20,000 transactions is a lot.

    This stems from a scam regarding Windows Live Messenger download. I got caught last year when I followed the instruction to then be told I'd been charged £4.00 for a free download. I emailed them immediately and demanded that the debit not be taken, or if it has then a refund should be made. I then got the same text as everyone else today. Will ring the relevent nubers tomorrow. Its not the £4.00, it the principle of being scammed :-( Oh, and the download didn't work anyway!!

    I had the same message earlier today - I rang Orange and they said they couldn't see whether I'd been charged yet but to ring back.
    They did say the same as above about it being Ericson IPX and gave me number 01483 305530 to ring to try and get my money back if I have been charged - but after reading previous comments from people - it doesn't seem likely! :-(
    Orange also said the £4 we're all being charged is for RECEIVING the message, if we ring the 0203... number, we'll probably get charged more!

    No idea how they have my money, quite scared now that they'll send more messages and charge me more...

    All you people - look back at my previous messages. You will get your money back, from either your network provider or Ericsson IPX who process this. I have sent in a complaint to OFCOM. let your local BBC radio station know. Stick with it, I got my £4 back instantly from Orange, so will you, keep with it, do not let them get away with it.

    Ialso received this text today and immediately phoned Orange who is my service provider.They assured me that if I was charged the £4 they would refund the money. All I can say is well done Orange FOR THEIR RESPONSIBLE ATTITUDE.

    I have had the same - misery - and having gone through my phone messages - I DID receive an original message received 19 Nov 2009, telling me that my code was JQFCXU?? and it relates to something that *I* had sent to the text number 60059 with the message CD?? I am soooooooooo confused, and ANGRY!!
    O2 confirm the money has been taken but say that they cannot (meaning will not!) refund me back!!  I have now phoned a call centre in India who gave me an email address to complain to....is....there....any....point....???

    28 Jan 2010 12:39..Payango Top-up.. Same TXT received "now being billed 4GBP Apologies.."Help? 02032863990. Rang this,switchboard answered...engaged tone,2types, then cut off. I was charged for this call as well. No idea who they are. My son went online with Nextcard Ltd AM 29jan2010 and immediately the computer warned off incoming threat, deleted web page.

    had the same text this morning. called vodafone and explained the comments posted here! they were about as much use as a chocolate teapot in front of the fire. no offer to refund my money even though they are aware that it is a scam apparently there is some legal loophole that has caused this to be possible which is not the fault of the consumer but the providers so they should be responsible for stopping it. they put a block on for me for premium text messages but its already too late

    I had thesame and if yur with 02 you need to forward the message you recived free of charge to there invesigatio tam who will find the people who are doing this and then refund your money the number is 7726

    Same message and £4 charge as the rest of the victims here. This is a scam. I have posted details to 02 and Ofcom; the mobile providers are responsible in law.... Claim from them plus your costs. I have also submitted a police report and got a crime ref - THIS IS THEFT What are the mobile providers doing about this tpo stop other people falling foul !

    I recieved same message yesterday, have never used msn messenger so in my case can be nothing to do with them.
    Phoned O2 and they can do nothing about it but referred me to www.phonepayplus.org.uk where I filled a complaint form out online.
    As im PAYG they took the £4 out straight away.
    The more people that complain to www.phonepayplus.org.uk the more they will do about it, so make sure you go to their site and fill out a complaint form.

    I've just had the same message. I called O2, they say I haven't been billed and if I do they WILL refund me. Until then they will keep me updated and they'll keep checking my account.
