I got a call from this number on my cell phone just now. I didn't answer and the caller didn't leave a voice message. A Google search indicates this number belongs to the Chinese Consulate in New York. I suspect someone is spoofing this number, as there's no reason for me to receive a phone call from the consulate.

Same thing as what the Massachusetts poster described happened to me. Since several other people have received this call allegedly from the Chinese Consulate in New York for no apparent reason, I would mark this off as some kind of spoofing scam.

This is yet another spammer, but I suspect this one may be directly related to real estate scammers. Have two other friends that received calls and all three of us have ongoing housing-harassment suits. If I receive another call/message, I may have my lawyer contact the Chinese Passport Consulate.

Same here.  I just got a call from the number, I did not answer.  It must be scam.  No reason for me to get a phone call from the Chinese Consulate in New York.

I understand Chinese and the female recording is saying "This is the Chinese Consulate in New York and there is an urgent message for you. Press 2 to be connected to the Consulate". I pressed 2 and a man with Chinese bureaucrat accent answered (formal/polite Chinese have different tone than street Chinese and the formal tone is used in official and customer service setting)

The man ask me to spell my name and date of birth which is unusual because they are the one calling me but I gave them anyway. He say on December 24, 2017 a woman Li Hong (Li Red in Chinese) was arrested in Shanghai PVG Airport for carrying a large amount of bank cards. One of the cards have my name and Li told Shanghai police/customs I sold her the bank card (wasn't clear if I sold Li my name or other cards as well) and Shanghai police/customs believes the cards are intended for illegal purpose and want me to cooperate with investigation. We then cleared that I've only been to China twice and both time only at the airport for connecting flights. I do not own the bank card in question and did not open the account in China (he wasn't able to give me the name of the bank as he was only reading what Shanghai police sent them).

We then agreed this might be identity theft and he told me I should file a police report now as Shanghai police have requested that I'd barred from leaving the country at 10:00 EST, 2 hours from now (Wasn't clear if he meant leaving the US or China. I did not told him I am a US citizen and have never been a Chinese citizen). I told him that's ok, I'll visit the Consulate tomorrow to sort out everything and file police report if necessary. He then make an appointment with the Consulate for me, gave me Shanghai police case number, and his name and ID number. He say gave them his ID and they will bring me to the right office.

All sounds very fishy but also intriguing. I am going to the appointment tomorrow and see how it is.

Just received a call from this number as well but didn't pick up, no voice message was left. Based on Pat's conversation, and the amount of people getting calls from this number, it certainly is a scam. Phone scams from mainland China (as well as Hong Kong and Taiwan) have been on a rampage for the last 5 years. Google chinese phone scam on google and there are plenty of news of uninformed victims sending funds to the scammers. One should never provide person information over the phone when you are the one receiving the call.
