RE: Account 000000000 (if you have it - RE Telephone Number if you do not have an account number)
For: $ (If you have a $ amount you supposedly owe)
Dear Debt Collector/Debt Collection Agency
This will serve as your legal notice under provisions of federal law, the Fair Debt Collection Practices Act (FDCPA), to cease all communication with me regarding the debt referenced above.
If you fail to heed this notice, I will file a formal complaint against you with the Federal Trade Commission who is responsible for enforcement, my State Attorney General’s office and/or the American Collectors Association or local State Bar Association.
I have decided that I do not desire to work with a collection agency under any circumstances. I will contact the original creditor to resolve this matter directly, as circumstances warrant.
You are also notified that should any adverse information be placed against my credit reports as a result of this notice appropriate actions will be taken.
Give this very important matter the attention it deserves.
Sincerely,
John Q. Consumer (DO NOT SIGN YOUR NAME!!!!!!)
NOTE: This is an attempt to make a debt collector obey the law. Any information obtained will be used for that purpose
Also if you live in the confines of NYC they are breaking the law by contacting you. A collection agency has to be licensed by the NYC Dept. of Consumer Affairs in order to do business within the city of New York - this company is not licensed by NYC.

- Gwenthey have been calling daily for the last 3 months.
first they call my landline, then my cell phone.
at fisrt i would answer, but it was a computer recording.
they start at 1200, and go until after 9 pm. - Brian| 3 repliesI just decided to answer this call today. They've been calling for a few weeks but I just ignored. Glad I did answer it though! They are a collection agency that had an account of mine. I had no idea it was in collection. They were willing to work with me and avoid credit reporting. That's huge for me...me and my wife are about to purchase our first house. Seem like reasonable people to me. They say this will stop calls too!!!

If you have or think you have a case go thru thse people. - Rean| 4 repliesYes I have used Penn Foster and that is who they say they are collecting for when they call me. They have been told not to call me anymore as they were nasty to me before. I do not put up with that. I have better things to do. They call everyday about the same time at least 3 times sometimes 4. They let the phone ring like 4 times and hang up. When I do answer because I am angry about the calls there is never anyone there.
- CourtneyI've been getting this number calling. The guy said his name was Al Luka and it was in my best interest to contact him. I have also gotten the letter stating that I owed Penn State (a school i have never attended)money and that they wanted to collect it.
- AmyWhomever it is calls my cell every day. They never leave a message and on the rare occasions I forget to check the ID and answer, it's always a message stating they will be with me shortly. I hang up once the message starts. It's getting annoying to be quite honest.
- DianaI believe they have something to do with an online schooling program that I was enrolled in. I do owe them money but when I sent my banking information I got no reply, they just keep calling.

- LynneThis is a collection agency. They are working for various schools that are on line and correspondence schools. They call, let it ring once and hang up. I have never spoken to a person associated w/ this tele# and I have never received a BILL from the correspondence school or any letters. I found THIS by putting the tele# into a search engine. It is USCB Corp. 101 Harrison St. Archbald, PA 18403. I live in Ohio and here in our state, if you take half the course or less (which I did) you are NOT obligated by law to continue paying for the course so long as you tell the school IN WRITING that you are discontinuing and why.

- BIG MONEY !!!!!| 31 repliesYou are all idiots!!! I am an employee at USCB. Yes, we are a collection agency. No it is not a scam. You dumbass people sign up for school courses with: and or
A) Penn Foster - Witch was once called Thomson Education or Harcourt Learning Direct - the school changed there name over the years. There was a legitimate contract that you agreed to!!! You just did not take the time to read it!
B) Stratford Career Institute - and yet again this is a legitimate contract that you agreed to either -over the phone with a school rep or online. Oh you say "well I did not sign anything" legally you don't have to sign anything!! Do some research!! All calls are recorded and this is a legally binding verbal agreement. When you sign up online the school has record of your computer's "IP address", which again is legally binding!
C) US Career Institute - as with the first two schools this schools contracts are legally binding!!!
D) At Home Professionals - same applies here!!!!!
or
E) You irresponsible people have outstanding credit card debts!!
- The majority that we call have school debts - we would not legally be able to report on your credit if said schools were not legal themselves!
- We do not -repeat do not call anywhere before we are by federal law allowed to - federal law states we can call anytime after 8 AM till 10 PM!
If you people would be more responsible with what you sign up for - and read everything thoroughly then we would not be calling you!!
And for the idiot that is listing my bosses personal info - that is illegal! I will be tracking your IP address, sir and be prepared for prosecution!! That is just asking for trouble - sorry to say that you will learn the hard way! Hope that we bust you for other things also!
- And to everyone we will talk to you soon -
Have a great day!!!!!!!!

- Col. TroutmanI received one book from Stratford Career Institute before I deployed to Iraq. When I called to cancel my program they hit me with a $200+ dollar tab. My attorney sent them a certified letter requesting that they prove the debt and there was never any reply. I receive automated calls regularly from USCB, but I never answer.
- JimThey keep calling me at all hours. I'm going to answer the next call that comes when I'm here and see what's going on.
- KimberlyI got several calls with this number too! No messages just calls. I wish someone would do something about these calls.

- annoyedThis number has been calling recently saying we owe them money from a debt that was over 7 years ago in 2003. We have never gotten a letter or proof that we owe just phone calls. It's pretty sad when they say they are calling about a debt from a school called Penn Foster but when we call the school they can't pull up the debt. Also they say that we should answer the phone but when we do, it is just a hang up call. I questioned them on that and they say it is an automated system, so why the hell have an automated system when your call won't be transfered. Do they honestly think that I am going to call them back? To me it sounds like a scam since they can't mail us any proof. They also seem to think we should keep our records for over 7 years. Who the hell is going to do that? Even of the records we have kept, they get lost while moving. I just don't understand why after 7 years they would contact us for an amount of $46 dollars. I mean come on, don't they have anything better to do with their time. They are probably wasting more money on efforts to collect the money. Good luck to anyone who has to deal with them, they need to get a life.

- Solar Power 2the People| 2 repliesBig Money's comments prove what kind of low-lives these people are. This is most likely one of those 2-man corporations that bought into the sideshow that credit collection franchises have become. If "Big Money" contacts you and speaks to you the way he/she just posted, then you have recourse to file a harrasment lawsuit against this company as posted in an article on the Federal Trade Commission website for faq's for consumers regarding debt collection calls and what is and isn't allowable.
To view the Debt Collection FAQ's on FTC: http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre18.shtm
On the points "Big Money" makes:
Can a debt collector contact me any time or any place?
"No. A debt collector may not contact you at inconvenient times or places, such as before 8 in the morning or after 9 at night, unless you agree to it. And collectors may not contact you at work if they’re told (orally or in writing) that you’re not allowed to get calls there." 2010, Federal Trade Commission website.
They may not engage in harrassment, legal threats, use fake legal documents or claim they will sue you if they do not intend to do so. They may also not REPEATEDLY USE THE PHONE TO PURPOSELY ANNOY YOU.
These are all violations of FEDERAL LAW, which "Big Money" is admitting by shouting at the top of her lungs at us in this posting to intimidate us. This is another form of harrassment and proof positive of the behavior this company engages in.
We do have recourse, per the FTC's website, including and not limited to, suing this company or filing a class action lawsuit if a group of us decided to band together and file it.
"Big Money" is quite uninformed about hours of operation for their bloodsucking business to operate under. Regardless of whether we owe a debt or not, any tactic used that engages in a violation of the federal regulations does open them up to a huge lawsuit. If you are able to prove your case, which is quite easy under these circumstances and based on the fact that "Big Money" admits to the behavior, as well as engaging in it via this posting, you can win up to $1000 and court costs & lawyer's fees against this company.
I think that would do well for any of us to help us pay the debts we owe to the original creditor, if we do owe anything at all.
The FTC article also states the following:
Where do I report a debt collector for an alleged violation?
"Report any problems you have with a debt collector to your state Attorney General’s office (www.naag.org) and the Federal Trade Commission (www.ftc.gov). Many states have their own debt collection laws that are different from the federal Fair Debt Collection Practices Act. Your Attorney General’s office can help you determine your rights under your state’s law."
As to where we got the company owner's name, phone number and address? It is a legal recourse as well, since this information is readily available on the BETTER BUSINESS BUREAU website when you do a search for a report on this company. On the BBB website (www.bbb.org) you can also see that there have been quite a few complaints filed against this company.
To view the report: http://nepa.app.bbb.org/report/93003090
So, "Big Money", I hope that your bosses, Mr. VP/General Manager Michael Zadarosni or the company President, his wife Noreen Zadarosni, are paying you enough for your misplaced and misrepresenting loyalty. Because when the dust settles, consumers, such as ourselves, do have recourse and will use it as we take control of our debts, our phones and our lives.
We will ALSO speak to you soon and be sending validation notice requests via certified mail. Have a good year!- Caller: UBSC Corp
