The NUMBER belongs to Capital One Fraud Department.

That doesn't mean the CALL came from them. Caller ID numbers get spoofed.

I got a call from this number. I don't have any credit with Capital One.

Only give your SSN and other personal details on a call that you dialed, to a number you looked up.

Caller ID said Capital One that I do not have, but caller started talking about lowering my interest rate, typical SCAM.

They called me and asked for my social security number

I received a call from 800-239-7054, (identified as “Capital One” on the caller ID, from a man with a heavy accent identifying himself as Alex. He asked me how I was doing today, and when I asked him why he was calling me, he promptly hung up.

Financial Robocall.

"Hello.  Hi, this is Amber calling you from Credit Card Services.  How are you?  We are the Consumer Service of VISA and Master Card credit cards.  And the purpose of this call? Um, I believe."

@6:09 pm 9/07/2023 I received a call from Capitol one from 800-239-7054 and they said the wanted to lower my interest on my card, when I asked for their name and extension so I could call back and confirm they hung up on me☺ FRAUD WARNING!

Maybe it is their number, that does not mean the incoming call is legitimate.  Caller ID can be spoofed.

Called to offer lower interest rate. Obvious fake call seeking credit card number. I said if you're legitimate  you already have card number. He hung up!

Reading all these notes I screwed up, I sent a copy of my DL#.  So now what will happen?

Depends on what information is on that Driver's License. You might want to notify DMV and then find the FTC website on identity theft and follow those instructions.

Got a call today from this number telling me they are from Capital one(mine you I have no cards with capital one) and they want to lower my interest rate,  Stayed on phone while they did their talking and once I asked who are you trying to reach, they hung up.  It's a scam.
