    Seriously folks - NOT A SCAM
    Several people have already indicated what this is... Someone who knows you is in jail. In order to make calls they can either call collect (which is more expensive), or ask you to help them by adding money to their calling account. However, the first call will have to be collect because they will have no money or way to set up their calling account without help... I can say with much confidence that these calls are from people who know you personally. At least enough to press through the desperation and rejection of jail and asking you to help them. Many of you are confirming this but are saying that you don't know anyone in prison. This is not a prison call; that process is different, it is someone who has recently been taken to jail... So it is likely that you wouldn't know that they were in jail unless it was immediate family. The only information they are able to provide is their name, and half the time it is garbled their phones are cheap, and it is pretty noisy where the phones are at.
    My advice is to take the call. It will be very brief (they have 3 minutes max)... Find out if you in fact know the person before you discard them. It may turn out to be someone you know and you're the only one who can (or will) help them.
    If you determine it is the wrong #, don't know the person, or don't want to help them - then block the #. The recording will still come through because the jails won't allow conversation until the person acknowledges they will talk to them. But it is not a scam... If someone has called you 20 times, they are probably pretty desperate.

    If they are harassing you just block the call.  This is not a jail.  I think it's a scammer.

    I got a call from 800-483-8314 So I googled it while ringing.  LUCKY ME!  As soon as I read what people was saying about a County Jail number I blocked the number.    I NEVER respond to unknown numbers.  I NEVER call back to unknown numbers. IF it is a call from someone who knows me but I do not recognized, such doctor, car insurance; who sometimes call you from a different number to the one you have saved in your phone), they will leave a message.
    If you respond, they will know they number is active.
    If you call back, they can claim that YOU called them and have business with them.
    Sometimes they can steal your connections to call abroad.
    Bottom line, IF YOU DO NOT RECOGNIZE THE NUMBER, DO NOT RESPOND.

    I do have a clue as my nephew was in prison. I have dealt with prison calls. They are automated but you can speak with a live person. 8004838314 is a scam!! There isn't a love person. They just want your info. Since I'm getting calls from more prisons than I have family members they cant all be in prison.......

    I have gotten over 20 missed calls from this number in the past two or three days! 11 just today, 9 in the past two hours! I have not responded because quite frankly I believe it might be a scam, reading the rest of these comments. Also, the caller ID is unknown.

    This past week I received two messages on my cell phone (which I hardly ever use!) from 1-800-483-8314 (GTL). How anyone got this number, I have no idea---I have only received maybe 2 other spam phone calls on my cell phone in the past 10 years I have owned the cell phone.

    Global Tel Link (GTL), formerly known as Global Telcoin, Inc. and Global Tel*Link Corporation, is a Reston, Virginia-based telecommunications company, founded in 1980, that provides Inmate Calling Service (ICS) through an "integrated information technology solutions" for correctional facilities.
    GTL, along with other similar entities such as Securus Technologies and the wealthy private-equity firms that own them, such as Veritas Capital, have been criticized by advocacy groups, The New York Times, The Washington Post, Bloomberg Business, and some lawmakers, for charging overly high prices in their monopoly in communication with incarcerated individuals. The Federal Communications Commission (FCC) has tried unsuccessfully for many years to cap the price of phone calls.[7]
    The company has faced a number of class action lawsuits for violating the Federal Communications Act. The plaintiffs claim that the company uses its position to establish high rates and pays kickbacks to facilities which award it the contract.[8] In March 2016, the FCC ruled that Global Tel*Link could be limited on its prison call costs.[9]

    Mississippi Attorney General Jim Hood filed a lawsuit against Global Tel Link for racketeering, stating that the company was "involved in a conspiracy, scheme and/or enterprise that included bribery, kickbacks, misrepresentations, fraud, concealment, money laundering and other wrongful conduct."[10] The suit alleged that GTL had paid "consulting fees" to an agent of the company, which were used in exchange for Mississippi Department of Corrections public contracts.[11] Global Tel Link paid $2.5 million to settle the bribery lawsuit involving former Corrections Commissioner Chris Epps in August 2017.[12][13]

    GTL came under scrutiny for entering into concession contracts with local prisons in order to have a monopoly on the provision of inmate telecom. The FCC reported that an inmate call from GTL could cost as much as US$17.30 for a 15 minute call,[14][15] The company claimed that these high costs were required in order to securely monitor these calls.[16][17]

    In 2015, the FCC implemented a rule to cap the fees for interstate inmate phone calls at $3.75 for 15 minutes. But, in March 2016, a federal court ruled that the FCC could not cap rates on prison phone calls, but upheld its ability to cap other ancillary charges.[9] In June 2017, the US Court of Appeals further rolled back the FCC rule.[18]

    Got several calls from a federal prison that it was not a collect call.... Etc and since I knew no one in prison, hung up.  Got voicemail from GTL about lack of funds for inmate to make calls, gave intructions on how to add funds, etc.  Also gave a customer service number which I called. Spoke to one of their reps, explained that I had recently gotten this number and the previous owner must have set up the account,  and ask that my number be removed from their database.  Rep stated that they could not remove the number from their database. He stated I would have to setup a PIN number that I would have to enter every time I received a call from a federal facility to block the call. when I stated that that was not acceptable that I work with databases and it could be removed from their database he indicated that it could not be done.  I looked up GTL and it appears to be a legit company for inmate communication but the fact that they will not remove my number from their database is unacceptable so I sent them an email to remove and am contacting the FCC.

    Just got a voice mail on my cell stating that my provider wouldn't pay for these calls and to call 877-650-4249 to set up billing so I could receive calls from someone who is in prison. Fat chance!!

    Did you ask who was calling?  If you are planning revenge, don't. The info you can easily get, or are given is apt to be wrong. Knowing who called usually won't stop this type of call. Did you even try blocking the number?
