An inmate has either misdialed a wrong number, or is trying to get in contact with you. I have a relative who is in Tri County jail-in Marion, Ohio, and calls me from this number. If it asks for money, it’s because the inmate doesn’t have any money loaded onto their account and can’t make calls without your permission to accept charges.- Caller: tri County jail

- RalphMy sister got a call from this number. Like others have said it claims to be an inmate calling service. The recorded voice saying who was making it was so garbled she couldn't understand it. So she didn't accept it.
I have no personal knowledge as to whether it is a scam or not. I do know a few relevant things though.
1) The 'one phone call' thing is a Hollywood myth. Most jails have one or more pay phones in the common area of a cell block that inmates can use as much as they want, but since inmates arn't allowed to keep money on them they can only be used for collect calls or calling card calls.
2) The common area in most cell blocks is only accessable to inmates when they are NOT in 'lockdown'. This varies between jails but alway include a nighttime sleeping period usually between 10pm and 6am. The only inmates using a phone at 3am are ones in maximum security lockdowns (individual cells not cell blocks), and those are typically only convicts, not recent inmates.
3) All legitimate collect call companies have the caller record their name or a brief message that is played to the recipient before they are expected to accept the call or charges. If the caller flubs saying their name or whatever, or the recipient doesn't accept the call for some other reason, then they can alway try again.
4) Don't EVER accept a collect call when you don't know who it's from. There are a number of ways scammers can rip you off once you've accepted their call. The most common I've heard of is when they use the collect call you accepted as a conference or 3 way long distance call. Then even after you hang up you're still paying for their call for as long as they keep it going.

To everyone saying, "I don't know anyone in jail, screw that", you're right. Most people make those first calls from the phone in processing because NO ONE knows they're there! Would suck to be a family member or friend of yours who's in trouble, or made a mistake...

The worst part of this is that when they start talking the name the county you live in. Kind of stalkery and creepy. I've blocked the number from ever calling again. Must be a Nigerian Scam or international theft ring.
