(1) A person or company is guilty of an offence if he—
(a) sends by means of a public electronic communications network a message or other matter that is grossly offensive or of an indecent, obscene or menacing character; or
(b) causes any such message or matter to be so sent.
(2) A person is guilty of an offence if, for the purpose of causing annoyance, inconvenience or needless anxiety to another, he—
(a) sends by means of a public electronic communications network, a message that he knows to be false,
(b) causes such a message to be sent; or
(c) persistently makes use of a public electronic communications network.
(3) A person guilty of an offence under this section shall be liable, on summary conviction, to imprisonment for a term not exceeding six months or to a fine not exceeding level 5 on the standard scale, or to both.

The laws governing the Harassment of alleged debtors under Section 40 of the Administration of Justice Act 1970 are quite clear and their 'nuisance' telephone calls after the receipt of a request not to call may constitute a criminal offence under section 127 (2) of the Communications Act 2003.
Every individual has a right to be free from harassment under the Protection from Harassment Act 1997, and the offence of causing harassment is arrestable under the provisions of Section 24(2) of the Police and Criminal Evidence Act 1984. Additionally Section 3 of that act enables a person who is, or may become, the victim of behavior prohibited by Section 1 to take civil proceedings against the perpetrator.
In one single day they are committing multiple breaches of section 127(2)(a-c) of the Communications Act 2003, by their 'Improper use of public electronic communications network':

Secondly, our outbound systems are designed in a way to give a customer calls within every 2/5/6 minutes until the customer clears his debts or come into an arrangement for repayment. I do agree that the bank charges are too damn high for any customer or Human, for that matter, so please do not be rude or angery at a collector, we as collectors know how you feel, if we had the opportunity to remove your charges we would have.........but we or our mangers cant as the bank have set limitations. i will get back to you on more info.... - Mark replies to BillyBilly, we are the collections department and we get our wages based on our collections, so our systems are designed to collect, its not a bad system, we you look at it from a business point of view-you'll see its good for business.
