This is a cold call.  Something about Developing Scotland!

Despite starting 0131, was it someone with a thick west of Scotland accent re boiler replacement, energy survey or insulation grants? Hope not for your sake.

This number called today & I answered (which I usually don't if I don't recognise the number). It was a guy talking about a window scrappage scheme. I quickly told him I live in a new build so no need to be scrapping any windows & hung up.

This is used as part of a group of similar numbers to give a different caller identity for the very same cold-caller to make unwanted sales calls to TPS registered phone numbers about home improvements related to energy saving or security.

They have been replying with names of companies who have no connection to them and are now trying to obscure the energy saving or security area of their business.

This has also been the consistent pattern of the PAISLEY based husband and wife behind most of these numbers

We have TPS.    We have the Information Commissioner.     We have OFCOM.      Now, wouldn't it be just dandy if we had something like a Regulator or Authority that worked to deal with nuisance phone calls instead of toothless tigers doing nothing.      Do we have to leave it to the Daily Mail?

No, an electric shock can be fatal depending on the condition of the heart. Electric shock therapy is not an advisable way to deal with nuisance calls.

A company calling itself ' developing Scotland' called me today with an offer of energy saving window instalment, allegedly ! When I asked for their number to call them back they could not oblige . So, I asked them to remove my details from their database

Developing Scotland - deliberately misleading name - suggesting public sector.  Mentions 'been given funding to improve energy efficiency' suggesting grants.  When questioned about the funding said it had been provided by a number of businesses. Just trying to sell double glazing etc.  I do wish we could stop these people.

Repeatedly calls back offering replacement windows. Asked to be removed from database three times now.

Yet AGAIN the general public are being epically FAILED by these so-called regulators' on an EPIC scale & being treated as being completely stupid. Can it be genuinely TRUE, that in this day and age they DON'T possess the appropriate tech to immediately cancel out these parasites?? REALLY!!!!

Phoned by Developing Scotland.   Asked for their telephone number but was refused.   They say I requested a callback which was false.   I informed them I was registed with TPS and would report them.   On dialing 1471 telephone number withheld.   I googled the name and got telephone number from previous complaints against the company name.   Reported to TPS

Good luck with that - now they have confirmed you are at that number/address expect a call at least on a weekly basis - they really are scumbags

Numerous automated calls from a marketing group in Glasgow, they are part of Entu peddling 'Green Deal', and they prove difficult to contact. I've pressed the button to remove from their list but that doesn't work. The Entu directors are listed here http://www.entu.org/investor-relations/directors - shame on them! Already reported to TPS, now reported to ICO.
